if you have a picture and you want to try and "fix" it anyway (although you should aim to get the best result from the camera...), what you probably want to do with your pic is:
- go back to whatever it looked like straight out of the camera; I'm assuming it's in RAW format
- raise the shadows
- lower the highlights
and that will kill some of the glare from those overexposed (white) distant lights, and raise the levels of the darker spots in your picture, that were closer to you
note that streetlights will inevitably have some "glare" to them with longer exposures, that's just unavoidable if you want to get some light from other places in your shot as well
