Biggest issue: no real subject. you say the mood/contrast is the subject? well there's a huge fucking distraction right in the middle of the frame that pulls the viewer's eye from what is supposedly your subject. and if that was BS and the girl is the subject, then it's a really boring subject: centered, from behind, blurry. I have no reason to want to look at her. IQ is generally not at the top of the list with C&C but this is terrible even by phone standards. you also haven't bothered, but I suspect it didn't even occur to you to straighten the picture. it literally looks like your camera app opened up by accident and snapped a picture you didn't plan and then you decided it had enough artistic merit to post here. my suggestion would really be to read just a little bit about the absolute basics when it comes to composition and post in RPT threads in order to learn how to take pictures.
or you can just ignore that and keep thinking it's art because you say it is.
