Basically take any silhouette (strong back light) and under expose with a wide aperture.
Take that into photoshop or lightroom and separate the foreground and background via simple selection, mist out the background with negative dehaze, negative contrast, or any basic spray brush.
Add a person and some birds and bingo bongo

It's a photoshop thing, i tried to recreate this effect with my own pictures and these are the results

They weren't photoshopped that heavy, but one of your most important tools in the haze removing tool, aince you can add "fog" to your pictures

Then just try to have clean a seperation between background and foreground and you're good to go
also Clip the highlits to infinity

I actually like to edit my pics this way, it's at least sokething different. All of them have this feeling of melancholy / desperation / Loneliness, which is kinda interesting (an emo highschool girl could post such pics on her tumblr blog)

These are 100% photoshopped. Everything in them is basically a set piece pulled from something else and shopped in to make a scene.
