Fairly sure this is one of those troll posts designed to illicit shitty responses but on the chance that it isn't, yes, but it's a lot rarer than it used to be because people aren't taught photography formally any more, because people are much lazier now, because people are more self conscious as photographers now and because cameras have several more stops available now
It's still pretty much a requirement in many broad daylight circumstances, but of course there are plenty of good, solely natural light photographers too
