Do you realise most of what you're saying is from your own mindset and prejudices about this place and you've set up your own confirmation biases around this? Of course if you look for garbage all you'll see is garbage. The point is that people are trying to improve, even if their skill level is low or they're new. Everyone goes through the "take a close up shot of a flower" phase when they start out. But the point is that there's effort made to take a good photo, either via composition, questioning and eagerness to learn, or by the subject being interesting. A snapshot is by definition a carefree photo of importance only to you or a handful of people.
Look at the work of Richard Billingham, most of his famous work compose of photos of his alcoholic dad. Some argue that these are snapshots but they all have strong composition and something to say, particularly about how fucked up alcoholism is or any addiction.
Anyway we could argue about this all day but the rules are the rules. If you think photos are low quality snapshots be the change you want to make and report them as such.
