Because you'll probably use it a few times and then never touch it again.
It's merely a toy rather than something to help you improve as a photographer.

If you want to spend $138, get a new lens, or, better yet, an old film camera + film.

The idea behind it is that, hey, you don't need to bring your big bulky camera, you can just use your smartphone and still get high-quality pictures. Except that you have to bring along this weird little camera widget. And yeah, it's smaller than a full camera, but it's still this extra little thing you have to have and keep track of and keep charged and so on and so forth and when you need to take a pic with your phone you have to get them both out, plug it in, launch the special app, wait for it to load, and then take the shot.

It's easier to just get into the habit of bring your real camera with you everywhere. Just sling it over your shoulder when not in use. Faster to use than the DxO one, better images, more convenient.
