Before social media, people did that by just sort of showing up and meeting people in the world. Try to get in with people who are big in the art community; that sort of thing.
These days, the way you accomplish that first part is through social media. Not having Facebook would be like saying "Oh, I don't have a telephone or home address" in the 80s. Even if you make connections, they're not going to be strong ones without the social media aspect--social media is literally just technology designed to make it easier to form connections with other people.
So asking if it's possible to become well-known without using social media is kind of like saying "Is it possible in the year 20xx to become a successful shipping company without any use of automated transportation?" No, it really isn't. You're going to be stomped on by the shipping company who doesn't have a weird luddite aversion to using a truck.
