First: you're gonna be looking at an old-ass camera body.

ALTERNATELY: Go to your local thrift stores, antique stores, etc, and keep your eyes open. A lot of times, you'll come across old cameras with lenses for cheap. It's not unheard of to find an old film-era Rebel with its kit lens for like $6; you can buy that to save money on the lens, then buy a digital body with the rest of your budget.
Remember that you'll also need a memory card. Especially for an old camera like that, though, you can get 'em really cheap.
Also, check your local craigslist--lots of times, people will be selling a full camera kit (with both body and lens) for cheap.
