Can't tell you what but can tell you why. With the lens focused at infinity small brightly lit objects close to the lens look like that. My best guess would be ash particles illuminated from your flash or something similiar. The smaller darker ones are just a bit further away. If you focused on the ash/mosquitoes/whatever the distant street lights would look the same.

The spots are dust or similar particles, the F is your drunk friend trying to draw an arrow toward it before sending it to you.
