nearlyfreespeech.net. It's not free, but they only charge you for data/storage/etc that you actually use and, so if you're not actually expecting your site to get much traffic, it ends up being a lot cheaper than places that are like $10-20/month.
(Another downside is that you have to be a bit of a nerd to set things up. At least when I set my site up, they were mainly geared to people who were comfortable using a Unix command line. Might've changed since then)
