If you did the same, even without a camera, you'd get the same reaction. The camera has nothing to do with it.
Also, even the name or "project" is dumb af, cause this is nothing like a CCTV camera. CCTVs are legal on public spots, because they're static and not following you around, persisting even if you try to walk in a different direction to avoid them. What you're doing is harassment and it's illegal even in countries with very lax photography laws. If you wanted to simulate a CCTV you should have picked a spot, stayed there, and filmed passerbys.
On a sidenote, I shoot people in Amsterdam and haven't had a single ""confrontation"" yet, apart from the occasional person doing goofy faces/poses and laughing.
