If you are shooting landscape, using a tripod will allow you to lower your ISO and shutter speed to improve IQ.
That's the only way i've been able to shoot late blue hour with good enough results.
If you are into post processing, merging multiple shots will give you a clearer picture as well.
For portraits and moving subjects it's going to be way more difficult. Grain is going to be very visible (not a bad thing, just a fact) you can combat that by shooting manual, raw, adjusting your ISO as much as you can and then the softer you edit you image, the better you will be able to erase the noise.
