Twice the light gathered, twice the signal to noise ratio, twice as good.
If you get the same noise performance from a 5 second ff exposure as you get from 10s at the same iso on crop, is that not twice as good?
Also, image resolution is dictated by the lens, not the sensor, hence why some lenses are sharper than others, because lenses don't outresolves sensors. However, if you make the pixel pitch twice as large, obviously the lens only has to resolve half as much detail to get equal sharpness.
