Simple explanation for these two cases would be that first one works on far focus, because it's the interesting part of the scene, with water flowing and peaks and conifers, softness of the foreground is luring you in. Second one isn't that. Eyes go from sharp background to soft foreground, and it's glaringly soft, so it stays in your mind. Opposite would work better.
