Just photograph it from a tripod above while you position the albums down below, it won't take more than a few hours and you get 24 or 40 or 61 or whatever MP RAW+JPEG scans in decent quality.
Most scan services will ask you $0.5+ for the RAWs or TIFF equivalents, and then various charges probably again ending up to >$1 per photo, it's probably worth simply doing it yourself. You can avoid sending them in too.
