If you buy localy, just test it.
If you buy online, look for the return policy and test it.
Either the lense works fine or it has some flaws you'll find out pretty fast like mechanical issues, scratches, cracked lenses or non-functional AF motor.
Scratches can only be on the 1st and last element, cracked ones are obvious on the first shot, and the same goes for AF-motors.
For older lenses there is fungus, but that's easy to spot as well.
Also old lenses aren't that much worse than new ones, except realy old vintage lenses may be fully manual and image stabilisation isn't a thing in glass that's older than a few years.
