Is the green outline of the hair here what is known as 'Chromatic Abrasion?'

Is there a better method for editing it out other than penning out the area and coloring?

chromatic aberration. you can do it with a profile for your lens or with some tool which analyzes the image or both. capture one does a pretty good job i guess

What's the difference between chromatic aberrations and color fringing? Always hear the terms used in lens review videos but admittedly I have no idea.
