Bingo! It looks like that but is really early digital camera style.

Over exposing with early cameras is quite hard. Prolly done in post. With very limited color depth, dynamic range and resolution you can meme an image to look "vintage".

They do have that early 80's music video look tho.

most of the early digital cameras have camcorder sensors, but yeah its a sony mavica. Share the sensor of a hi8 sony camcorder.
Flash will always be overexpose
