If you remember old ebay, japanese sellers had very conservative ratings. "Good condition" meant near mint, and "excellent" looked like unused that barely left the box.
It was almost a meme how much they babied the cameras and how conservative they were with ratings.
For some time you had to use 2 scales, cause japanese grades translated to 1 or 2 grades higher in western scales.
But as ebay was catching on and more new users turned to it, japanese caught up on how western sellers massively overestimated the condition of used items, and people were still buying it.
So they jacked up their scales accordingly, to capture new users who take it at face value.
No point having a camera at "average" condition, when the us seller has the same but rates it "excellent ++" and people still buy it and think "ah well it's not to bad for a 30yo camera".
But yeah I hate that shit as well. Especially when important defects (fungus, shutter/meter malfunctioning, etc.) are casually thrown in with normal stuff like "signs of use, bit of dust, etc."
