For this sort of budget you're probably looking at a DSLR (traditional, uses a mirror).
There's lots of options in terms of shuffling between camera body and budget.
There's a few things to keep in mind though, try to shop for a higher tier of camera body rather than absolute entry level even if it's an older camera.
You could go for something like a Nikon D90 or better even Nikon D7000 if you can find it within budget along with the 18-55 kit lens.
For camp Canon something like a Canon 50D would do great, though the cheaper 3 number models like the 550D and 600D also arn't bad, you just lose on some premium-er features.
These would also come with the 18-55mm kit lens.
Generally if you want better image quality, get better lenses but with this budget, going wider than 50mm becomes cost prohibitive, though it should definitely be the next purchase later in the line.
With leftover money get a decent tripod and camera bag inserts for your backpack to carry your gear.
