f, or aperture means how much light goes through lens.
At f2 a lens will admit same amount of light through the lens, no matter how large or small actual sensor or film is used. To be precise, it will be very close to it, exact value will be actual transmission (t).
Phone shooter at f2 and full frame digital shooter at f2 receive exactly the same amount of light through the lens.
The difference between the two is only sensor quality. Potentially, and this is hypothetical situation, since sensor technology is somewhat constant across platforms, you could have phone sensor of such quality that it'll surpass low light performance of full frame camera.
