How do I effectively clean my lenses? Both sides of my objective have some sticky uncleanliness to them that doesn't come off with a simple wipe.

get some APS-C sensor swabs and sensor cleaning liquid

That's not your objective, it's your sensor. Look up tutorials on how to clean sensors on dslr.

Is it on the outside? First blow off anything that can scratch the glass then use a microfibre cloth and some demineralized water to clean the glass. I don't add anything like alcohol or soap.

Nah it's the lens. I can directly see the spots on the lens of the objective.

It's the sensor. Spots on lens will be practically invisible at f22 and longer focus range.

your lens might be also dirty but it's not affecting the final image like this, it's the sensor
