If you can know/guess the speed of the cars using the motion blur you could do some reverse math to get a good shutter speed guesstimate

It's definitely faster than 1/60 cause I know what that motion blur looks like.
I'm guesing 1/125 and f/8, which would also give good exposure with the usual film ISO speed in most outdoor lighting.
