It's a photo for an article about Clare change. The left edge of the frame contains an ugly building whereas the rest of the frame has a natural backdrop. Cropping out the building so the background is nature makes sense. It just so happens a black person is on that same frame edge.

This. That said, I'd probably crop the rightmost one too, to give it symmetry with the three middle girls (also cause she's ugly).
But in the end it's all about market economics. If the AP photographer thought that his photo would sell better without the black one, they'd probably have cropped her even if she had been standing in the clear and not un front of the building.

The picture is not about art or aesthetics it's a record of who attended an event. If she'd been photoshopped out there would be an uproar, in this case cropping her out is just as wrong.

When you do Climate promotion like this, you want to appeal to certain template audiences, such as the spoiled western college female.

Whether or not they are (anti)racist is irrelevant. They will subconsciously react better towards their own kin, and would want to belong to the group better if that group is a bunch of good looking girls in their age.

So yes, crop out all the ugly people for a more effective campaign.

Humans are social, tribalistic creatures. And you would want to maximise that to the fullest effect.
It could mean the difference between the target merely agreeing with you, or the target joining your cause.
