If you are a northerner, you are going to get your shit slapped for taking photos of people who don't take shit from anyone aka half of the population.
Your best bet is making yourself as apparent as you can and use a tripod, bonus points if you are dressed as a worker (clean shirt, tucked, work boots, bonus points for phosphorescent jacket). I've made some pics in their faces with a cropped 18mm and they say nothing because they think i'm a municipal goon or a surveyor, i also hang a credential on my neck, it only shows my name and photo but they think i'm a big gun because they don't read it.
People get mad at the surprise and focus from a situation, not the camera itself, chimp on your camera + tripod and mind your own business, it will be static shots but that's better than nothing. Also don't ever take pictures of banks, drug front stores and security escorts, also consulates because americans are pissy about local surveillance.
