What’s the difference between a $400 DSLR and a $1200 DSLR? Is it just bells and whistles or will the $1200 DSLR take better photos.

Apart from color science all the things you just listed are additions made to newer cameras to improve image or video quality. A bell and whistle it is to the uninitiated, but to a seasoned photographer/videographer these are all features to be sought after when looking for a new body. For the snapshitter, none of these things matter though so feel free to buy a compact digital and be on your way.

I can buy 1st gen a7 for $400 and a canon eos R for $1200. They will literally produce the same quality photos unless you'll start looking at the iq with a microscope.

Or just, like, your eyes. Noise on the original A7 is about one stop worse than the EOS R at all ISOs.

(Ditto with the A7 II. Looks like Sony jumped a little bit ahead with the A7 III, at least)

Both cameras are pretty close to noise-free until ISO 1600, and it only gets particularly noticeable at 3200. 12800 makes the distinction a lot more obvious, and I always get yelled and called a liar or incompetent when I suggest that there are situations where someone might reasonably want to shoot at 25600, so I went with 12800 as a compromise.

Here they are at 3200, where you can still see significantly more noise in the Sony shot.

The op is asking if a $400 DSLR and a $1200 DSLR will have a difference in image quality. The answer is "Sometimes, but price is not necessarily a reliable proxy metric for that".

A sub-discussion of that is based on whether the A7 and EOS R will produce images of identical quality. They won't. Doesn't mean that either of them are unusable as photographic tools, just that they have noticeably different image quality.

Honestly depends on the brand.
I know fujifilm gimps the lower end cameras even though they all have the same sensor.
Canon all have the same sensors so they all shoot the same, and lockout features.
Olympus all shoot the same, besides the high ends having better processors and high res shot modes.
Panasonic same shit, feature lockout and better processors.
Sony ah who cares sony cameras blow.
Nikon doesn't gimp their stuff, does feature lockouts though.
Sigma needs to learn to code, they bought the best sensor and they cant even optomize it.
I heard they hired coders from U.S. to help them fix it on their upcoming cameras.

They don't all have the same sensor. The lower-end cameras have bayer sensors. It's a physically different arrangement of the color filter array.

They don't have the same sensor and the latest version. And the latest version of the Bayern sensor in the X-T200 has been significantly improved with 3x faster read-out.

Bayer sensor only came with the XT100 and XA models.
Everything else that is relevant had Xtrans with a weaker processor, that couldnt capture same fps and video quality.
It's good that they fixed it, it was really bad when it first came out.
Kinda what pushed to avoid fuji and get an oly for my small camera, despite the fact that fuji has the best kit lens.
I've noticed though xtrans is really green bias, i actually like the pics coming out of the fuji bayer sensors more.
