I started out with a second hand older canon 50d with a shitty kitlens, then upgraded to a 3rd party 17-50, got a zoomlens with it, etc.
But after a while you notice the situations in which the camera is insufficient. You learn to work around these issues partly, or sometimes even avoid them and learn a lot in the progress, but still. In my case, low light situations were a hassle to deal with, anything over ISO 800 turns into a mess. Sure if the subject doesnt move you can use a tripod, but I also used the camera for traveling.
So you start looking for an upgrade, and for me that was a nikon D800 that I could get for a reasonable price in Japan. Going fullframe means more expensive lenses too.
So you slowly creep up towards gear that in total costs a lot more. But in the end, with all that practice along the way, you will probably take better pictures. At least when I look back all that time to my first pictures, i definitely see improvement. I mostly see more expensive gear as being able to 'unlock' shots in certain situations that are very hard to pulloff otherwise.
You are right in essence, if you spend 3k+ on gear and dont go out to take pictures, the time that you do take pictures they will be worse than someone with 300$ in gear who went out every week the last 5 years.
But if you give the latter 3k+ worth in gear, he will take better pictures than he did with 300$ worth of gear.
