Do digital cameras just crop the sensor data it recieves to give you a 3x2 image? Is there a way to get the full image circle on a digital camera or am I dumb and that's not how cameras work?

Yeah, that's not how cameras work. Your sensor only covers the area in the white box in your image. The sensor would have to cover that entire image to get the whole image circle.

Is there a way to get this affect to make it look like the sensor is as large as the image circle? Ik you can crop a 3x2 pic taken on a wide angle lens and put a vignette filter on it, but I thought it'd be a cooler concept to mod a camera to actually get that rendered effect natty

No. The only way to get the effect "natty" is to use a lens with a smaller image circle than your sensor / filmstock i.e. MFT on a FF or FF on LF

That 'circle' is the images projected over the sensor. The sensor itself is literally the white rectangle. How do you expect the camera to capture what is not on the sensor? It physically cannot.

On this note, you can mimic this effect by using APSC lenses on full frame cameras.

sounds good, I use Nikon so I imagine a DX lens would give that affect on an FX sensor. I'll see into some even smaller cropped lenses that might exist and get a conversion kit if thats possible so I can fit the full image circle.

Well if in doubt you can always just use photoshop.
>shoot picture extra wide
>Figure out 3x2 aspect ratio rectangle you want to show
>Use radial gradient over the center
>Crop to 1x1 around the center of gradient

Might just go that direction for my idea. I like the distortion you can get out using mismatching lenses/sensors, but I might just cheap out and try to mimic that distortion in Ps

You could also use a speed booster/focal reducer designed for crop and use it on full frame. I don't know what sort of projection the various brands make but someone has probably tried it with some of them.
