Soligor was a 3rd party lens manufacturer, but they also licensed their name on other people's lenses, most notably Cosina, Tokina and Noritar.
Noritar is a big one, they had a wonderful 17/4 that was almost distortion free. It was every bit as sharp as some of my Canon L glass, and I know because I had one. Go find one on eBay, good luck, they are rare. The Noritar equivalent is hysterically expensive.
Most of Soligor lenses are admittedly junk, specifically their zooms and consumer-level lenses. But their C/D line, which this lens is part of, was known for much more superior image quality. Their C/D line was equivalent to Vivitar's Series 1, the OLD Series 1, not the later rebranded junk.
Some more info on the 35/2, it is actually made by Tokina.
