Windows has a bearebones image editor
But there's also raw therapee I'd go with the latter

Best free software for editing RAW? No way I'm gonna pay for Lightroom. I know how to use Gimp but I don't think it can open and edit RAW files.

Capture One has a free version for Nikon, Sony, and Fuji cameras. The free version has all you would need to do basic edits.

If you use Canon, Nikon, Sony, Fuji or Pentax you can use the raw editor that came with your camera. I believe you can use Pentax's version of Silkypix. And in case of the other ones you can use CO or Canon's Digital Photo Professional. I believe Olympus also has its own raw editor. I don't know about Panasonic.

If you don't use Windows or Mac OS you will have to use Darktable or Rawtherapee and Gimp.

If you want RAW retouching you can use darktable. It has an ok interface and a shitload of options. Find what you need and just keep it close.

If you want photo manipulation I personally prefer Krita over Gimp.

Everybody insist it is "painting software" instead of photo retouching software. But It has all options I normally use in photoshop and it does a good job as well as having a very decent interface and being surprisingly lightweight on a normal computer.
