EOS Rp + adapter is about the same price from what I can tell. But using it in APSC mode will be low megapickle crop. Also as far as mirrorless cameras go it has crap AF, but it is an inexpensive FF option.
The 90D will simply have your lenses work properly as it’s for the mount it’s intended for and Canon’s APSC mirrorless lineup is EOS-M...
Your 17-70mm seems to work well with the MC11 adapter, most of the samples I found are with the A6300, not the A6400 which has much improved AF, so it should work better with adapters (it doesn’t have IBIS though, there’s the A6600 but it’s more expensive than the 90D, while the A6400 is cheaper).
Personally I think the Sony APSC cameras look unaesthetic, but they have the most support and best AF.
The Nikon Z50 looks really nice and there are EF AF adapters for it, though I can’t say how well it’ll work for your specific lenses. You can always look them up yourself.
A6400 with kit lens - $998 (898 body only)
Nikon Z50 with kit lens $996 (856 body only)
90D will obviously work correct and proper out of the box, but the Sony and Nikon options have better long term viability imho. However the A6400 is 24mp and the Z50 is 20mp.
Also you say you want better low light? What are you shooting? You know if you just shoot 4 images and auto-align and then blend them you’ll get 2 stops lower noise approx? And 8 images for 3? (3200 to 400 ISO effectively). If you’re shootings stuff mostly still or use burst mode you can get clean images that way
