Get a little tipsy yourself and walk up to people and either take their picture casually or ask if either you can take their picture or if they’d like their portrait taken and offer to send it to them. Then ask for their number or email. This requires some moderate confidence and social skills but is easily the best way to photograph and even meet girls.
