Second part, yes, definitely, pretty much any film other than technical/copy films (CMS and the like).
Here's a crop from 7200dpi scan from Ektar, one of the finest grained colour films (not the sharpest or highest resolving though). By resizing that by (roughly) a half (i.e. a quarter of the resolution), you get the most detail out of the scanner, the optics and stepper motor isn't good enough for 7200dpi, but it is for 3600-3800.
"Resolving the grain" is not binary (resolves vs does not resolve), it's more of a curve of how well it resolves it, and at what point you're past diminishing returns.
The Plustek will resolve the grain well enough for all common films, so that you get sharp grain. Even more so for faster films.
The only times I couldn't see the grain perfectly well, was with Retro 80S pulled a stop (extremely fine grained), or PanF+ pulled a stop in Perceptol (very fine grain combination).

But even the ISO400 versions of consumer films (Superia Xtra 400 etc.) are not too bad. Only the ISO200 ones (Fuji C200, Kodak Colourplus and Gold 200) are over the top with saturation and contrast.
