They're just subdividing the photosites on the sensor and binning them for noise reduction. There is absolutely no increase in resolution because they're not even changing the color filter arrangement.

Your average DSLR is going to be capturing in about 4:2:0 but these "high megapixel" smartphones are literally capturing in lies. The closest analogy would be maybe some 4:0:0 subsampling shit if they let you actually save the full raw data.
