A) People who like them say it's so their images appear "properly" on social media. Not just instagram, people were doing this shit with black borders back when Flickr was popular
B) Some people think that because printed photos have borders, by adding a white border to their jpg it makes it look like a printed photo
When someone goes to physically print a picture, its generally something worth printing; they've chosen to spend money to print that onto real paper.
But when you click a checkbox on lightroom to apply white borders to every jpg, it's so easy to do that you end up with a lot of snapshits with white borders. Then it it looks try-hard and tacky, even if SOME of the photos in that jpg set are nice and would look good physically printed.
