For single digit OMs it works fine.
But it was a size constrained decision to begin with, even Maitani said so in an interview. Which makes sense, cause if you check the OM top plates, they're quite cramped and there's no space for another dial.
Or it could be because they were going for a boxy, hasselblad-like modular camera, to which the OM-1 line was the simplified brother, but the former never got released.
In such a camera, the shutter ring close to the lens or on the lens would make sense, since many medium format cameras in such a form factor do it this way.
