What temp was the developer and what temp the water you washed afterwards?
In winter if using room temp for developing, and tap water for washing, it's better not to have the tap fully turned to cold.
Have if half way or quarter way, and let it run for a bit for the first wash.
Ease the film into the temperature.
A sudden temp difference is what causes reticulation on the emulsion, 5-8 degrees ºC is fine, but at 15ºC and above between dev temp and wash, it will start appearing.
I don't know for sure if this monobath has some weird reaction on the film, but I highly doubt it.
Also people attracted to monobaths are the type that don't want to fiddle with development much, so they're more likely to not pay attention to temps.

That could easily happen if someone used the tap with hot water before, or nobody used the tap for some time and water sat there at higher than running temp, versus the tap being used recently at cold so the moment you open it to wash your film, it's near freezing temp.
In any case, reticulation is very easy to avoid if you give a scintilla of consideration to temperature changes.
If you have another roll of HP5+, try it and see what happens.
