The are many different lightsources of all kinds: small and harsh streetlights, bigger and more diffuse signs, of different hues and temperatures.
Then there are lots of reflective surfaces that exaggerate the lights even more: side rails, car paint, that metal kiosk, even the paint on the road (arrows). They all catch the various lights, and reflect them differently based on their surface.
There's no secret to it really, and there's no processing that will get you there.
You find the photo interesting because of the many different lights and all the different surfaces that reflect them.
The "glossy" thing you're describing is those reflections, especially the ones that are more diffuse and not specular.

Semi glossy red paint on the brick wall and around it, light directly above it. Reflections on the glossy glass bricks on the right side of the frame, catching some red and cyan (good colour contrast) and balancing with the red on the left side of the frame.
Also big blue bin in front of the red wall, with some yellow (complementary colour) posts next to it.
The colour contrast in the scene is great.
