I think the blur works for the shot. It gives it an ethereal, dream-like quality. And it was a good way for the Op to deal with the lighting conditions--even if he'd shot wide-open, it would still be 1/40th of a second at ISO 12800, which would still give motion blur on a moving subject, so might as well lean into the blur. Having made the choice to embrace the motion blur, ISO12800 doesn't really make a difference, especially when you've also made the decision to convert to black and white.
Maybe they're not choices everyone in this thread would've made, but they're not bad choices.
And hell, even if he'd shot this on a full frame camera, that would've only given him about one extra stop worth of low-light. So instead of 35mm, f/2.8, 12800, 1/10th, he could have shot 50mm, f/1.4, 25600, 1/80th, and it still would've been dark, it still would've been grainy, and 1/80th would still very likely give you motion blur. So it doesn't really matter what he's shooting with.
