Especially since the faster the lens, the less time it's gonna be used wide open (either due to exposure limitations or due to DoF limitations).
Maybe they do it for focus shift mitigation (ninja star blades help a bit, at the expense of really ugly imo bokehballs). But I'm not sure they even do that, it's probably just cost cutting.
And focus shift is better corrected at the optical formula level, rather than the aperture design level.
Even Zeiss sometimes makes fucked up decisions.
For instance with their reintroduction of the Sonnar.
For a marginal benefit of slightly less focus shift, they ruined the "main" benefit of circular bokeh at all apertures that the original contax Sonnar had.
