I personally don't know the answers to the following questions, but maybe you do:
How popular is the 11-20 F2.8 on other mounts?
How does it rank compare to Tamron's other offerings?
Right now on FujiRumors, the ultra-wides are in 6th place and below on a list of most-wished Tamron X-mount releases.
But Tamron did just go from 18-300, so maybe they think there's an opportunity in the ultra-wide range.
If it's not time sensitive (you're not about to go on vacation/do a photoshoot), I think it's worth it to wait and see how more third-parties in general enter the X-mount. If you do need it now, you can always sell it later for not too terrible a return.
