how do I get into portrait/model photography?
should I just make a craigslist ad or something?
I have zero connections and all of my experience is in landscape/astro stuff
I want to shoot model/cosplay stuff but I don't know how to get into it

start by doing telephoto street photography of attractive people without it looking like creepshots and put it on your portfolio

Join relevant online communities. I'm not even trolling, I bet a quick search at reddiț will yield cosplayers and photographers subs. Make contacts there and do portraits for local cosplayers in exchange for their time. They get to upload the pics on their ig and you get to improve your skill. Later on when covid gets better, maybe conventions open again so you can go there, network with more cosplayers and shoot portraits of them.
Paid models aren't necessary at this point.

This part seems easy enough since people like to participate in cosplay together in large groups (e.g. Cons and stuff). So maybe go to a cosplay event somewhere and bring your camera along, then ask someone to pose for a set? People will invariably ask you to send them your images and then wa la you're halfway to being legit.
