Thinking of starting a bookstore selling photobooks. What would be the costs associated? Would people even buy?

Sounds like something that only works in hipster placements inside only a handful of cities. Aka expensive as shit rent, with a highly limited customer base.
Where are you gonna get the books? Buy'em all? That's very expensive, too.

Better do it online then rather than an actual bookstore, it's a very niche market if you're just going for phonebooks. Usually these are sold by the artist / exhibition or maybe at your local photographer store.

There's one that has opened recently in my city (albeit the very centre of the hipster part)

it's actually incredible, great choice, good staff, I bought an Araki book from there. They have a good mix of local artists and publications to mainstream ones like Taschen, but you can't only do photobooks, branch into art/graphic design etc.

no, it's an extremely small audience although most of them loyal

High, those books costs a lot and need to be in very dry conditions to avoid caking.
Photobook place is very niche, if you do it then it should be very small and near places of study like colleges or art schools.

Photobook Cafe in London is an example of a good business like this.
Cafe, sells photobooks, photobook and zine library and they host events like book launches.

It would work in Tokyo. They buy way more physical copies of stuff (books, magazines, music, movies) than we do, there’s a huge number of hobbyists plus pros so there’s a big photo market there, and they love spending on there hobbies.

I wish I was back there now.
