Can a lens be less f than other lens but produce way more depth of field blur at same aperture? fl is equivalent.

Check whether you have equal shutter speeds, one of them might have fake aperture numbers

If you applied a crop factor to fl to get equivalent, recalculate f-number also.

This the situation: lens 1, control, is a 50mm 1.9. the other lens is one i made myself from scratch. When compared, they do what i described in OP :)

If you made a lens from scratch and have to ask, it's likely your homebrew lens design may have some uncorrected optical aberrations.
