Ideally you would develop to original development times with a low basefog developer like rodinal in conjunction with a few drops of (no more than 6) of 1% Benzotriazole-water solution (an antifoggant).
This faces several problems
1. You have to get the benzotriazole (easy) and mix the solution (a little bit of a pain) 10g in one liter water (You have to microwave the water to near boiling to get the benzotriazole to dissolve at all though)
2. Original times--if that film is in fact hand rolled, you have no way of knowing what film it is. And even if it is pan f, you will need to find times for that original pan f, not for the current iteration.
3. Stand development is good for unknown film, but is a slow development, ergo the base fog will have time to emerge and will be worse than with development to correct times with expected agitation and BZT.
Stand development also risks the BZT restraining the developer.
I would recommend you send it to TheDarkroom or another company that specifically offers old film development services (you never know what is on there, there are many stories of the wife/grandparent/motherinlaw saying to throw out the film you found and then upon developing it, finding that it's wedding photos or something keepsake).
If you wont or cant do that. Develop with stand development (Ideally rodinal 1+100 and 1-2 drops of benzotriazole 1%) and give it at least an hour with a gentle inversion at 30 mins.
