The other person in your picture is most likely the 1st Camera Assistant aka focus puller. Or could be the director since he's not touching the camera, or maybe just not touching it at that moment.
But the 1st AC is the one pulling focus and if you are doing it old school like in your picture, he's next to the camera because he's focusing the camera manually with a manual follow focus unit. No autofocus used. Depending again on production, budget, what kind of shot it is etc. etc. focus is done more wirelessly now with a monitor of some sort, but there's still plenty of old school pulling by the lens with a manual follow focus going on also. Pulling focus is probably the most important job of the 1st AC. He's also responsible for changing lenses with the 2nd AC, keeping the camera in good condition, cleaning stuff, switching stuff when needed like cables etc. 1st assistant camera is the DOP's right hand man/woman and their job is to give the DOP the time and energy to focus on the creative side of the job, while the 1st ac handles focus and lot of the technical stuff.
For example lots of DOP's might not even be close to the camera until very briefly before cameras start rolling. They might be talking to the director, talking to the gaffer about lighting etc. and they have delegated responsibilities to the 1st AC regarding the camera, like changing a menu setting, changing a lens, putting a ND filter on the mattebox etc. etc.
