whatever phone you have op get a full featured camera app
start learning from there
don't make excuses to buy more
max your phone out first while learning what its limitations are and how to overcome them to the best of the phone's ability
THEN start considering what camera you NEED based on YOUR knowledge

your phone might disappoint you unless you're a typical white kid and enjoy "street" "photography" (meaningless available light snapshitting that's all about LE COMPOSITION aka being a shitty realism painter trying to cheat the skill game). that is the dullest possible form of photography. it's not interesting unless you're somewhere interesting AKA travel photography/photojournalism. if you are jewish, you're basically in a foreign country already and your jewish friends might praise it but otherwise this form of photography is 100% reliant on travel and novelty.

for getting into actually using cameras creatively, buy the cheapest possible canon, pentax, or nikon DSLR and 50mm lens with an f/ number 2.8 or lower. features and megapixels and sensor types don't matter. and now, the most important part: buy a big flash that can tilt and swivel around. they're like $50 from godox/yonguo. as you get comfy with that, start buying lamps at thrift stores and setting up a studio.

But best if you're a typical rich white kid and your parents buy you relatively nice phones. Despite their megapixels most of the phones normal, non-bourgie people own can't handle really dramatic lighting that well and you're still missing out on the fun of flash being able to freeze a model's movements. A real camera can be cheaper than $100 and so can its lens. Don't fall for the street snapper memes and go from a phone to a ricoh GR and then eventually "earn" the "right" to touch a fuji XT5.

Street is so played out that being a jew with a lot of rich jewish friends doesn't even do it anymore. It's become the elevator music of photography. It's totally dead. People don't want scenes anymore. The new thing is subject consent, and stories. They want more than a look, they want you to be able to tell them about 10 years in 60 seconds. if it's candid it needs to be extremely significant, like if you went back in time and got snaps of the tianmen square massacre killings in progress.

Not real advice, but I recently bought a coolpix 7100 to learn basics and have fun around town.
I had an old DSLR I took on vacation for snap shits like 15 years ago, and I like the little coolpix camera for taking with me. Was about 50 bucks on ebay.
