Elements can decenter slightly very easily and OSS can be slightly decalibrated. The cheapest repair is to hide the damage and sell it on ebay to fund the purchase of a new one. Build quality only covers normal use, like you shouldn't expect the focusing group to hammer the real element out, or a massive or important piece to be held in with sticky tape/glue that degrades.
if you ever bought a used lens and it was kind of soft in one corner or on one side or OSS wasn't working as well as you expected, someone probably dropped it, noticed, and immediately sold it
