There was a lot of that going on at the rummage market i used to attend, with people trying clothes on, but it's trivial to remove your face from the viewfinder and tilt the camera momentarily, till they return to a less inappropriate look.
Massive milker fetishists, and upskirt perves are a particular kind of distasteful. Similar to photographers who fixate on small children.
I'm a glimpsed ladybits enjoyer just as much as the next person, but to make a big deal out of it by staring, or to go surreptitiously hunting for it is juvenile. Besides, upskirts, downblowses, passing-off (shooting commercially without contract), and shooting "reasonable expectation of privacy" places (changing rooms and public toilets) are the 4 things that ARE illegal to intentionally shoot in public here, nothing else is.
