How the fuck do I get a property release of a fucking temple in a famous street of a famous city.. My English sucks so am I understanding it correct that I need their permission or something before licensing it?

I think that this is only valid if you're in the country that requires property release form, or from the country that requires it. Just don't put that photo up for licencing, and it'll solve it.

You only need property and model releases if you are using the image for commercial purposes, ie advertising and promotion.

If your agency is demanding releases regardless get another agency. But I suspect OP has merely neglected to check the box that reads; "Not for commercial use" on his submission form
